Most of the cost is distance and crew time. A daylight setup in summer with local staff runs one price; an evening event in December with Tallinn crew on the road runs another. The venue itself matters less than what you ask the venue to do — a seated dinner takes more hands than a standing reception, and every additional technical element adds setup and strike time.

Decide early what is flexible and what is not. If the date can move, you have more options. If the guest count is firm, the room size becomes the constraint. The budget follows those decisions, not the other way around.
