A grand opening in Viljandi in January is a different proposition than one in June. Winter means indoor venues, early darkness, and guests arriving cold. Summer means you can use the courtyard, but you are also competing with Folk Festival season for availability and crew. The room you choose dictates the rest: whether you can run a ribbon-cutting outside, where the speeches happen, how many people can move comfortably when everyone arrives at once.
Decide the date and the venue first. Everything else—the program, the catering setup, the number of staff—follows from those two.
